Fix trailing semi-colon in Set-Cookie header
A trailing semi-colon in the Set-Cookie header confuses the AWS Elastic Load Balancer. This patch fixes the code that generates the Set-Cookie header so that it no longer ends with a semi-colon. Fixes issue #190
