Frédéric Péters 1dbdd237e3 always wrap package lists (#77685) 
This comes after wrap-and-sort changed behaviour on unwrapped lines
in devscripts 2.23.0:

  + Always apply a trailing comma when run with -t also when the field
  is not being wrapped. Closes: #989785; MR: !267
