Benjamin Dauvergne 90f22680c1 settings: allow setting template vars with environment variables 
The syntax for the environment variable name is
PORTAIL_CITOYEN_TEMPLATE_VARS_<template_variable_name>, for example
PORTAIL_CITOYEN_TEMPLATE_VAR_SITE_AGGLO_MONTPELLIER will create a
variable SITE_AGGLO_MONTPELLIER in template context.
