Added tox as a test-runner.
...
It will build different virtualenvs for each target.
getlasso.sh is somewhat hacky, but until lasso is installable through pip this is the workaround.

settings.py: add a default configuration for a file based cache
...
The file based cache is located is located in /var/lib/authentic2/cache/
if not accessible it will be located in the cache/ subdirectory of the
project.
